When Sanballat the Horonite and Tobiah the Ammonite official heard about this, they were very much disturbed that someone had come to promote the welfare of the Israelites.

RESEARCH/ADDITIONAL NOTES:
This is a very simple scene, showing the three named opponents of Nehemiah. In fact verse 20 only mentions two of Nehemiah’s opponents, namely Sanballat the Horonite and Tobiah the Ammonite official. But I decided to included Geshem the Arab (see note in Nehemiah 02:19-20) in this picture, even though he isn’t mentioned until verse 19!

Geshem is wearing a long robe and has a keffiyeh on his head, a item commonly found in arid regions, as it provides protection from sunburn, dust, and sand. A head cord, called an agal, is often used by Arabs to keep the keffiyeh in place. Geshem has a bronze sword attached to his belt.

Sanballat the Horonite, was probably a native of Horonaim, a Moabite by birth, and at this time he was governor of the Samaritans, under the king of Persia.

Tobiah the Ammonite official was joint governor with Sanballat, under the Persian king. Tobiah has a bronze sword and dagger attached to his belt.
