1 One day Jesus said to his disciples, “There will always be temptations to sin, but what sorrow awaits the person who does the tempting! 2 It would be better to be thrown into the sea with a millstone hung around your neck than to cause one of these little ones to fall into sin.”

This scene is set on the shore of the Sea of Galilee.
This scene shows Jesus (in the middle of the crowd (bottom right)) talking to his disciples & listeners. As the verses above show, he was talking about temptation, & specifically the evil of the person doing the tempting. Jesus said “It would be better to be thrown into the sea with a millstone hung around your neck than to cause one of these little ones to fall into sin.” The two men on the cliff top are my visual representation of Jesus’ s words. The man in green has tempted someone, & now has a millstone tied to his neck. The other man (in dark purple) is throwing the millstone into the sea.
I have used a cloud-like background element to separated what Jesus is imaging (the men on the cliff top) from the foreground figures.
“17:1-4. Jesus taught about the obligations His disciples had toward other people (vv. 1-4) and God (vv. 6-10). Followers of Jesus are not to cause people to sin. In this life sin cannot be eradicated—such things are bound to come. But a disciple would be better off drowned by a millstone (a heavy stone for grinding grain) tied around his neck, than to bring spiritual harm (skandalisē, “to cause to sin”) to these little ones (people who, like little children, are helpless before God; cf. 10:21; Mark 10:24). Presumably the sinning referred to is lack of faith in the Messiah. Jesus had already noted that the Pharisees were not only refusing to enter the kingdom but were also keeping others from entering (Luke 11:52).”
